First you need to decide what page you want to rank for what term.  Each web page should have a main topic and a keyword to match.  For example, you may sell clothes hangers.  You entire website may be designed around clothes hangers.  So the home page of our website we would likely want to target "clothes hangers" as our primary key term.  Other pages will support the idea of clothes hangers, but will focus in on specific types.
